Welcome to Neo Tokyo, a place where in the recent years an underground conflict began to surface. In the shadows of the grand skyscrapers and beneath the city lights, a growing group of individuals have recieved their awakening and are being chased down for their unique abilities; modern day witches hunted by a branch of the government called RAI (Radical Allied Intelligence) who's claimed purpose is to fight against the harmful use of witchcraft and to protect the general population. Behind the scenes however, many witches are captured alive and experimented on, allowing the government to study the elusive witch gene.
